eBay Auction Problem.....

I just listed my laptop on eBay as another method to try and sell it. Within the same day it was sold to a buyer with no feedback. Well that doesn't bug me as long as I have funds in hand before shipment. I send an invoice to the seller and this is the e-mail I received.

Now I wasn't born yesterday. This e-mail is throwing up all sorts of red flags. My auction clearly states I will not ship outside of the US. What is my next step of action? Whoever this person is, real or not, has cost me my listing fee. Can I contact eBay and tell them about this? Maybe they will relist the item for free?
 
You'd think ebay would just block Nigerian domains from accessing their site. They can't be getting that much legitimate business from there.

I guess your best bet in re-listing it is to see if there is an option for minimal feedback before bidding... set it at 2 or 3 to prevent scam accounts.
 
Tell him you'll ONLY ship to the US, as indicated in the auction description. Western Union money order is OK if you get it BEFORE you ship.
 
you will contact ebay and they will claim they'll refund the listing fees but they never do

i've had so many bad experiences like that where ebay just doesn't refund you your money
