Okay let's for a moment say that there is no causation whatsoever, and natural targets for mass killers also happen to be GFZ. At the least can you make a case that GFZs have a positive influence on curbing gun crime? I think by default any law without proven efficacy after a period of time is one not worth keeping on the books.

Well... Since most of the violent behavior is perpetrated by men, the only highly effective and rational solution is clearly to amputate the thumbs and forefingers of all males in the country. Easily accomplished at birth, however there would be an intermediary period where the existing population would have to be rounded up and held in internment camps until the procedures could be completed. Also, it would make sense to collect semen samples from them all, which can be analyzed and catalogued according to genetic potential, and the donors subsequently demasculinated as part of the same surgical procedure which makes their hands safe. FYI, the gun regulations on military bases were the result of a department of defense directive issued by George H. W. Bush in 1992. They became effective in 1993 which is why conservatives have been claiming Clinton inacted them.

Even prior to that, if you weren't in a combat zone or on armed guard duty, then you did not have a weapon. If you wanted to practice, you went to the armory, signed out a firearm, and used the range under the supervision of the range master.
