easy video editing software

I'm looking for a piece of software that would easily accomplish such things as slow motion, cut and join pieces of video, special effects, ect.. And how should I compress a video so that it takes up less space. The video right now is very huge like 5gb. It was captured by the aid of fraps software.

MovieMaker is probably the cheapest route. A more powerful tool would be Adobe Premiere Elements about $90 at Amazon.

is there any other software for video capturing than fraps? I want to record in game process but i only get like 20 fps which is kinda low, and video takes up a lot of hard drive space.
