Easiest way to upgrade to 10 offline(under 100mb)

Can I simply use the USB image of 10, upgrade from activated 7, then activate 10? From there, can I fresh install 10? This has to be done over expensive cell data so I want to stall any updates & just use a fresh ISO of 10. Or is it easier to just call over the phone?

You can even do a fresh install and enter your 7 key. No need for an upgrade first.

If you're going to perform a clean install just use 10 up front with your 7 key before the end of next month.

Excellent. Will do. All other updates have been on PC's with preinstalled OS so I wasn't too sure.

Yes (even if you don't have/know the key).
Just keep in mind that Windows 10 likes to download stuff as soon as it gets online. If you want to avoid that, to at least some extent, you need to disable both regular updates and Store updates through GP/registry. Something will still get download though, and I haven't figured out yet how to stop it. It's around 20MB or so...

No, it can activate pretty much as soon as it gets online. Though sometimes it takes a minute or a few retries.
