Yes, you can feel earthquakes in the 3's if you are very near the epicenter.

I'll give you that one. A 5+ is definitely shaking. Anything less than a 4 is about as noticable as a truck driving by.

It all depends on the distance you are from it and the depth. I've been in big quakes but the strongest I've "felt" was a 5 and something in the 4's since it was a mile directly under me. That was BIG!
