Actually, historically you can fault the publisher for results such as these. I don't know the specifics of the relationship between DICE and EA, so if you do, please tell me as I'm quite interested.
That aside, the publishers typically lay down the deadlines and milestones, and they have quite a bit of say in what there's time/money for and what there's not.
Most software developers would MUCH rather take whatever time and money is necessary to make a quality product. It's about personal pride and a sense of accomplishment... but it's the publishers that typically put those kinds of ideas down as a distant second priority to "let's make the money NOW".
If this were the case with DICE and BF2, it certainly wouldn't be the first time it's happened, and DEFINITELY not the first time it's happened at the hands of EA. They're notorious for taking amazing products and ideas and buttfvcking them into oblivion with a rusted steel pole. It's at that point that they slap a pricetag on it and say "here ya go".
Sorry to be so graphic, but I wanted to be as accurate as possible.
This is why I can't stand the whole concept of publishers and really like the concept of a digital delivery solution like Steam. Granted, I don't think Valve impelemented the concept in the best manner, but it did open the door to cutting out a now-unecessary middleman. The only catch is that these studios need to be privately funded to accomplish this. The moment they have a publisher and/or stockholders to answer to, they're farked.
