Suppose your PC draws, on average, 250w at the wall
Suppose you leave your PC on 24/7/365

You pay $0.90/day to run your PC
You pay $27/month to run your PC
You pay $328.50/year to run your PC

How much would the Q6600 vs E8400 (or Q9450) figure into this?
