e6420 stock fan doesn't constantly spin?

anandtech has been great so far with me have ran into a few roadblocks on getting my new computer set up and finally got everything running as it should im assuming..anyway i left the side of my case off to make sure everything was spinning and when i looked at the cooler for my e6420 which is the stock one it doesn't spin right away..it takes a little while..at first i thoughtk it wasnt going to come on at all.. then it comes on but it kind of does this stop and go thing where it spins for a few seconds then stops for a second or so then itll spin again... im hoping it's not just a faulty stock fan or something and more of a power save feature..is there a way to disable it so it spins constantly if it is?

i have a e6420 on a gigabyte p965 ds3 rev3.3 motherboard.. thanks =D

If you have the PWM fuction turned on, the fan will spin as needed, based on the reported CPU temp. You should be able to go into the BIOS and disable this. Don't know your MB, but some allow you to enter what percentage of power to the fan for certain temps.

While the E6420 is one of the "cooler" chips, I'm not certain if it should ever not be turning. I'd check to see what the system is reporting as the CPU temp in case it's reporting lower than actual.

That's completely normal for any C2D. If it bothers you, turn off that feature in the BIOS, and it will spin at full speed all of the time.
