E5200 CPU running at 1.2 ghz instead of 2.5

I have an ASUS T3 T3-P5945GC barebone system and just installed an Intel E5200 CPU. Unfortunately, the cpu appears to be running at 1.2 ghz according to CPU ID and I have already updated to the latest BIOS dated 6/2008. I believe this CPU was released after this BIOS so it's possible that this CPU is not supported yet.
Is there anything I can do to clock the cpu up to 2.5 ghz which is the original spec of the CPU?

That's the speed it would be throttled to if speedstep was active, so yeah its speedstep.

Disable any C1E/speedstep options in BIOS

No point to dissable it unless your overclocking or its unstable.
Even under some moderate overclocks you can keep speedstep enabled.

Unless, of course, its the cause of your problems because the BIOS doesn't fully support the CPU, thus may not support model-specific EIST behavior.
