e5 2683 v3 with coolermaster t4 idle highish temps?

Will a new fan alone lower my rpms and make the cooling more efficient or do i need a better cpu cooler? figure before black friday i ask so if i need one its something to add to my list.

when i render a video i can get it to hit 61-62 still well under the 82, i ran this like this for 3 months, but i am here to ask about better cooling.

I know the actual cooler doesnt evne fill the entire cpu (if that matters at all). So im guessing with my limited exp that the t4 is a crap cooler for this chip?

Ive had alot of these i5 6500 hp mini towers with crap coolers be like 25-30degrees on idle. I do it go down

My 3930k was noticably lower but i had the 2i2 cooler on it

My one gripe about this cooler is the noise, i wonder if i can fix that with just a new fan?the fan is like 2k rpm at its lowest setting it seems all the time and when it ramps higher it gets loud so can i just replace the fan, or is it advisable to get a new cooler?

asus x99-e latest bios
64gb gskill memory
gtx 780 ti
1tb crucial ssd

my case is the level 10 gt.

As typing this to you my current temps are

Mainboard 26degrees
Gpu 30
Cpu 56
Fanspeed 1977rpm

Sidenotes
Since my chip was ES only paid around 200$ usd. is there a better ES chip. or better i7 to just buy. I know my clock speed on the v3 is slow but on rendering where multithreads are concerned i seem ok, but I was considering just reselling this rig since its well made once i have the cooling done.

I don't know if you still got the cpu, but mine runs 40C idle in coretemp with a aio watercooler with stock cooling paste.
Tomorrow I'm changing my cooling paste to see if it makes a difference.
