IMO the E6300 and E6400 shouldn't be considered because the E4500 is functionally the same for general performance, plus has the higher multiplier and lower price. Only reason to pay more than the $125 or so for the E4500 is to get more cache.

The E6550 is a 7x multi, even harder to get OC, 8x is not hard. 400 x 8 = 3.2 (your target, ) and almost all motherboards can do that, maybe just a little fan on the NB...
