Causing from 5-30 second delays in page loading at present time.

Just started up about 5-10 minutes ago.
 
I don't doubt it was malfunctioning earlier. But everything is hunky-dory right now.

Several timeouts in the later hops....

Also just did a 30 ping test and 4 of the 30 timed out. Did not happen on the several other sites that I tried (no other site is slow tonight). Timeout occurs on www.anandtech.com on PINGS also. About 4 to 5 out of 30 times.

If that's what is causing the issue you're seeing (and I believe it is), then there's nothing AnandTech could do about it.
 
Speeds are back to normal (and the chart that you linked ViRGE indicate no latency issues).

Edit: Spoke too soon. Delays again and getting worse.
