" play Everquest (Mostly) or any other DX game, when there is motion the texture shift and move. It gets a bit annoying. Is their some sort of fix for this or is it just what happens."
I would try enabling external depth and see if that fixes it, I have been a bit surprised as to how many issues it has cleared up in games for me(impacts performance but Evercrack isn't that straining on the vid card so you should be all set).
"This was after trying DX games all day and seeing the same thing. And yes this is my first time messing around with this card. I have no problems with it in OpenGL though. I also has Anisotropic Filtering Forced because everquest is limited to Bilinear."
Anisotropic absolutely kills performance on this board. I'm seeing a performance hit between 2x and 4x FSAA in terms of percentage(~60%). Enabling 2X FSAA without ani is faster then no AA and anisotropic enabled. You can try disabling ani, forcing texture compress and forcing trilinear(it doesn't actually run trilinear but a box filter). If that produces acceptable image quality for you I would reccomend using it, unfortunately it does produce some side effects but if you don't notice them then that is likely your best bet. TC isn't lossless, but bilinear really svcks😉
