DVD RW can't burn?

I have a Toshiba DVD burner. It can read discs (CDs + DVDs) fine but it can't burn.

This started happening when I changed my HD to a SATA drive before and had to format.

Attached is a SS of my Device manager :

(The Toshiba is the burner, the other is a virtual drive and my CD reader drive)
When I put in a blank, nothing happens.

I'm pretty sure its the administrator account yes. The name of the account is not "Administrator" though.
 
Can you check.

Go to user accounts in control panel - look at the name you are logged into - does it say limited account, or admin?
