I am trying to setup a DVD recorder that has a TV tuner to record over-the-air tv which is broadcasted in PAL (in another country-"sri lanka"). My questions are,

1. Should the built-in TV tuner be compatible with PAL or does it even matter?
2. Are the DVD recorders with TV tuners available here in US can be used in other countries? (not so much for dvd playback, but for recording live tv)
 
What is the TV standard in that country? You will need a record with that tuner built in. (I.e. ATSC, DVB-T, etc). If it isn't the same as the US, you probably won't be able to buy it in the US. (Well not a your common online / local retailers)
 
The TV broadcast standard is PAL. So, if the tuner is unable to recognize this standard, it wont be able to record OTA tv? What would be my other options for this purpose?
