DVD Playback problems.

I'm having trouble with DVD playback (from a burned backup DVD-R) on the system (specs shwon in signature). The video is very blocky looking. But if I take the same DVD-R and put it in my laptop the DVD plays back fine and there are no video issues. What could be going wrong with my system? I run 66.93 WHQL drivers.. Is this a driver issue. I have also noticed this on another computer with an Nvidia card (Gf3 ti200) and it's doing the same things. I believe it is the same drivers also.

EDIT:: This seems to be only with burned backup DVD's not the regular pressed DVDs
