well, my DVD player is not progressive scan so would my PC be able to output Progressive scan or is this not possible?
Moot point... you need a progressive scan TV (i.e. HD) to use progressive resolutions. Output a progressive signal to a Standard TV and all you will get is a nice garbled color show.

it's not moot if I can use it is it?
It is moot if your not using an HDTV. You asked a question, & I answered it based on the info you gave.
"My TV has component inputs"
This is all the info you gave on your TV. Having component inputs does not make your TV HD capible.
I'll repeat myself one more time... If you have a Standard TV with component inputs, you are wasting your time and $ on the ATI component adapter/cables, as there will be little advantage over S-video. If you have an HDTV, then by all means get the ATI component adapter/cables.
