Question DVD drive not work

I tested two SATA DVD drives on my PC and although both are recognized by the system it appears on my computer but it does not read the discs and you cannot hear the noise of the disc spinning, what can it be?

I tested 3 drives all with the same behavior, Windows recognizes but does not read discs and the engine does not turn
 
I presume you connected BOTH cables required to the units. Each requires both a data communication cable and a much wider power supply line from the PSU.
 
^ That is my suspicion as well, but I would do a different check too, unplug the SATA and plug in only the power cable. At that point when a disc is inserted, it should spin up at least long enough to ID the disc. If it does not spin up, the drive or the power to it is bad.
