DVD drive in external enclosure is not recognized when turned on with a disk in it

Well, the topic title says it all. I've bought an external 5.25" enclosure for my (otherwise standard internal) DVD/RW and hooked it up to my comp via USB. Everything works fine, except for one little nuance. Whenever I turn off my external dvd with a disk in it the drive is not recognized when I turn it back on. Then I have to remove the disk, turn the box off/on for Windows XP to recognize it. I'm not sure wether it's an OS issue though, could be something else. First I thought it's my drive and lived with it. Now I've replaced the DVD in the enclosure with a new one and to my annoyance the problem still persists. What do you guys think the solution could be?

This is a ... bump. I've tried three different DVD drives since my first post (Pioneer 110, NEC 3540, NEC 4570 and also a 4571 but that's essentially is the same as a 4570).
