Duron 700 temperature @ 17c idle and 62c full load?!

I'm obviously having some heating/cooling issues here right? That is a lot of fluctuaion.

Hardware:
Duron 700 (no o/c...default voltages...1.6)
MAG-CM25 Thermoelectric Cooling Module
KT7a-raid (wzb01 bios)
128mb pc133 kingston value ram(infineon chips)
Fujitsu 1.7 gig hard drive(old)
Radeon 64 mb ddr vivo
Kingston 10/100 nic(pci)

OS - Win2k pro
Via 4 in 1 version 1.28beta(uninstalled via bus mastering drivers)
Via Hardware Moniter

Using prime95, my cpu heats up to 62c. Using Q3a looped, it sits around 50c. And idle, it's sits around 17c. Why such fluctuation? Should I be using thermal grease? I wasn't sure if I should put it on that thermal pad(or whatever it is) on the underside of the heatsink that sits on the cpu. I'm only using this hs/fan till my fop32-1 gets here. Unless of course this mag-cm25 works better. Any idea on how to minimize the fluctuation of temperature...or is this normal?
This heating issue is probably what's hindering my o/c performance as well. Should I use one of my good hard drives instead of this older one that I'm testing with to o/c? I cannot o/c my fsb to anything higher than 110 either...doesn't even post. I'm doing something wrong here...but I'm not sure what. Thanks for your input!

Sounds like your temp probe is just reporting wrong. That is awfully low for an idle temp, aren't they supposed to read around 30C?

Is 62c too hot to run? Should I immediately shut down prime95?? Also, when I say thermal pad...I'm not sure that is what it is called. Its a solid white square...like a ceramic substance? NOt sure what it is. But I was thinking of adding thermal grease to it if it could help.

62c would scare me if it was my system you should check your hs make sure its on there right and check temp gauge.

I read here that Thermo Electric coolers can reduce cpu temp up to 58%?! Is this true. If it is, then 17c idle would be normal right? I'm using the MAG-CM25 in the middle of the page:

Could my powersupply be an issue when overclocking? I have the Q500 inwin full tower case with 300 watt ps. It's about 2 years old and I'm not sure if it's AMD approved.

The actual peltier.
They have their own rating.
You're is probably 25w (judging by the model name).
That's barely enough to cool off a celeron 366, never mind a Duron.
A duron/tBird needs a 72+ watt peltier to EFFECTIVELY cool it under load.

When you processor heats up, the peltier gets overloaded and acts like an insulator, instead of a superconductor (of heat).
However, at idle, the processor isn't doing much and that's why you're getting below room temp temperatures.
When you crank it up, it gets overloaded and heats the CPU more than just a plain heatsink would.

Solution: Get a 72+watt peltier (and probably a new PS as well), or just live with an aircooling solution.

That makes perfect sense. My fop32-1 would should be here in a couple days. I assume this hs/fan will not help the cpu with low temps as this peltier when idling, but at full load the fop32-1 should keep temps down at least 10c to 15c lower than this peltier at full load right?
