You will need to get a Windows 95 or 98 boot diskette. Boot to the diskette and, at the A:\ prompt, type FORMAT C: /Q
Press Enter, and it should Quick Format the hard drive for you. If the /Q does not work, simply type FORMAT C: and press Enter, it just takes longer this way.
Those disks probably will not work. Do you still have Windows on your computer? If so, what version? You should be able to go into Windows (assuming you still have it) and have the OS create a bootable diskette for you. I think it is under Start, Settings, Control Panel, Add/Remove Programs, and a tab that says Startup Disk or something like that on it. I have been working with Win2k for the last year or so and have forgetten some of Win95 and Win98, so don't be too hard on me about the "or something like that on it" phrase.
Assuming your motherboard/bios lets you, you can boot from the Windows XP CD. When the install gets to the point where it asks you where to install you should be able to delete the partition(s) on your hard disk and install on the unformatted space (where it will prompt you to format).
