for example...if i get a p133 laptop can i pop in a p166 desktop cpu?

Well, with the new Athlon4, I think you can. However, the mobile version of the chip will have some powersaving features enabled that the desktop and server versions of the chip won't have enabled.

Intels, OTOH, usually have a small pin grid array for their mobile versions than their desktops, so no.
