Dumb Qestion

Why don't PCI and AGP slots run at the same bus speed as the rest of the system? Wouldn't the whole system run faster if our graphics cards and such ran on the same bus speed as the processor and memory?

Because the cards that go in them couldn't take advantage of it. There's just no need right now. It would also be more expensive.
