There are too many flaws with bittorrent to make it that successful. It still isn't mainstream and probably never will be.

20 Mbps has been entry level in Korea for quite some time, and is available to over 80% of the population. 100 Mbps (or thereabouts) is a premium option.
In other countries, like Hong Kong, Gigabit broadband has been available for home use since last year.
