For hazmat situations this is very common. You are better off sheltering in place, with a much smaller concentration of the substance, than going outside into much greater concentration. After a little while the air outside will clear up and it is safe to move again.
How this works is quite dependant on the substance released/present of course.
Ask anyone that lives around any chemical producing facility in the US. This is SOP!
Like others, I'm wondering why anyone is making fun of this. There is a cedible threat and chemical agents make a lot of sense if you want widespread panic. Nerve agents are expensive and more dangerous to the person carrying it than anyone else. Anthrax, smallpox or any number of other agents make a lot more sense than nerve agents.
You want a 'safe room' where exposure to the outside air is severly restricted. Most agents are dispersed by wind, rain and degraded by sunlight in just a couple of days.
One person and a vile smaller than a lady's compact would wreak havoc for millions.
Propaganda? If you think so, you are an idiot!
