How do they plan to suck enough heat from the surface to keep it cool? I wouldn't think that the cooling pipes could be buried very deeply and still be effective...

I would be surprised if this pans out. The sheer cost of running a system like that would be tremendous and with the banking indsutry the way it is, I doubt Dubai has as much liquid capital to fund these hair brained ideas as they may have had in the past few years.
