How have you got it configured in Windows -

Clone, Extension, duplicate - etc

when you say 16:9 - is it just the films which are displaying in 4:3 - or the actual desktop as well?

also - how is each display (what is the primary display?) connected (what cables etc)

If you are having problems with what you say, then it is your graphics application (not XP).

You should be able to right click desktop, settings tab, attach the second display then select the resolution desired for the second display (includes the various screen ratios).

I use an old ATI 9600se, and that's how it works.
