Dual monitor help

I want to connect my 2nd monitor to my video card, but when I do my monitor doesn't even turn on at all. At first I thought it was the monitor but, I switched them around and both of them worked. and Finally I thought it was the video card. Well, I installed a new videocard and I still have the same problem. I go to my display settings and windows doesn't even see the 2nd monitor. please help.

The newest videocard drivers are installed on this. I'm using an 8800gtx. Funny thing is that I restarted the computer once and windows was able to detect the monitors, I restarted the computer again now, the 2nd monitor doesn't work.
