dual monitor + full screen video?

Yes. Just put the video on the second monitor and full screen it, and then do whatever on the primary monitor.

sorry, i should've been more descriptive in my original post. on my computer, if i put a video (whether steaming in my browser or in a desktop media player) into full screen mode, clicking on the other monitor will bring it out of full screen mode

regardless of primary monitor vs second...
 
that does it when I use the built-in Media Player with Windows, when I use use Media Player Classic or VLC it will stay in full-screen mode.
