Dual boot win 98/2000 with MS-6309 USB works in 2000 not in Win98...WTF

I have a dual boot system with celeron 850 running at 1.65v on an MS-6309. The USB only works in Win 2000. In Win 98 the driver is correct and there are no conflicts but there is no USB root hub though like on my old motherboard. It only shows up when I enable all 4 ports. It does not recognize my devices. I have moved my cards around and still it will not work. I went into safe mode and removed everyone of the entries under USB and it does not work so that Windows can reload the drivers and that doesn't work. At first I thought it was the motherboard, but since they work in Windows 2000 I ruled that out. How do I get the ports to work? I use Windows 98 mostly and need the USB to work.

While 98SE fully understands a Via694, I think that 98 needs a little help. Install the Via 4.23 drivers except for the BM option.
