is there any DNS redirects that are Free (or dont cost alot) and dont have there name in the DNS ie .no-ip.com and dont have popups?

Well Noip will forward free but you have to own your own domain name, the only reason that you see the no ip thing is that you are piggybacking on their domain name. Just buy a domain name and transfer it to Zone Edit and you are on your way.
