Dear Valued Customer:
This notice is to inform you that effective February 1, 2003 a Federal Universal Service Fee (FUSF) will be applied to your monthly statement. This fee will apply only to DSL Extreme customers with broadband digital subscriber line (DSL).
What is the FUSF?
The Federal Universal Service Fee (FUSF) is a fee charged by the US Government to all providers of interstate telecommunications services, which includes Internet Service Providers.
This fee is used to provide telecommunications services to:
" schools, health care, and libraries
" people with low incomes
" people in areas where the cost of providing telephone services is high
Why do I get charged for the FUSF?
Section 254(d) of the Telecommunications Act of 1996 states:
"(d) Telecommunications Carrier Contribution: Every telecommunications carrier that provides interstate telecommunications services shall contribute, on an equitable and nondiscriminatory basis, to the specific, predictable, and sufficient mechanisms established by the Commission to preserve and advance universal service. The Commission may exempt a carrier or class of carriers from this requirement if the carrier's telecommunications activities are limited to such an extent that the level of such carrier's contribution to the preservation and advancement of universal service would be de minimis. Any other provider of interstate telecommunications may be required to contribute to the preservation and advancement of universal service if the public interest so requires."
All DSL service is considered "interstate telecommunications services" and therefore subject to this fee. Official information on FUSF can be found on the FCC website (http://www.fcc.gov).
I already pay for the FUSF on my phone bill, why am I getting charged again?
The FUSF charges PER telecommunications service you use.
Some of these services include:
" Telephone service
" Cellular phone service
" DSL service
If you purchased DSL from your local phone company, you would then have 2 of these "services" and your FUSF fee on your phone bill would go up.
How much does it cost?
If you have phone service with Pacific Bell your monthly fee is $2.21.
If you have phone service with Verizon your monthly fee is $2.31.
We appreciate your patronage and thank you for your understanding.
$2.21 for each service? Damn government shouldn't have placed that homeland security law/wiretap/eavesdropping laws into effect so we don't have to pay for crap like this.
