i think i am in the right forum.?.

I have i real simple question. The phone line for the router has a cylidrical 1X3/4 inch object surrounding the wire. it is located about 5 inches from one end. the line is 15 feet long.

am i correct in saying that this is a magnet for reducing interferance?

also does it matter if the end with the cylinder is plugged into to the wall or near the router?

It shouldn't be a magnet (test it!). It should be a ferrite core. And yes it is used to reduce EMI (ElectroMagnetic Interference).
