DSL question, do you need an ACTIVATED phone land line?

I believe that you do not need to have an active line (phone number). However, if the DSL provider is your local Telco, they may required activation of service.

Also, the DSL provider may have some type of agreement with the local Telco regarding use of the copper to you.
