Hrm... I have pacbell.
I've had it for 18 months or so.
When I first got it I had 1200+ kbps consistenly.
I still get 1200+ kbps off-peak and at least 900+ during peak hours.
Like I said, I live about as close to a CO as you can get.

128kbps upload seriously bites though.
