DSL downloading speed

I am currently an earthlink DSL 3.0 Mbps subscriber. However, I am getting a downloading soeeed around 300 to 800 Kbps!!! I started to have this problem since -maybe- 3 days ago. So, I called earthlink's tech support but they have not been able to resolve anything. Do you guys have any suggestions regarding this issue?
