Anyway it's a DJI Phantom. I can't tell if it's the newer model or not. They do have GPS and fly home capability. The more expensive ones can be flown FPV out of the box. In general they've got over 1000ft range, (some over 2500ft there's video of one flying all the way to the top of the Burj Kahlifa)

Update, turns out it was a Federal worker who was "playing with it".
It was the first edition Phantom,(I have one), which operates on the 2.4ghz band.
With all the electronics in that area, it's a wonder it flew at all.

How much can a drone actually carry? I thought the White House had anti-aircraft systems? All drones should have a requirement for a transponder. That should up the price.
