How many of you expected a happy story from this thread lol? Okay, so basically my uncle recently adopted an illegal alien, he is already 16 and should be able to drive correct? When they went to the DMV, they couldnt even let him get a permit cause he didnt have an American passport. (has to wait two years) Even though his legal parent is an american citizen, they wouldnt allow him to get the permit. He was bitching about this to me recently, so i want to see wheather this can be solved.

What is the law concerning this?

First of all, he went to the wrong place. The De-Militarized zone doesn't issue you a driver's license. The Department of motor vehicles does.
 
License. Call your local homeland security. They should have no problem answering your question. It's just the way it is in the US post 9/11.

Found this from a quick google search:

Says you cannot legally adopt a child 16+ unless they are an orphan and you filed before their 16th birthday or you have previously adopted one of their siblings. Of course this is for bringing an adopted child to the US, no idea if this applies if the child is already here.

Anyway, I would suggest contacting an immigration lawyer or USCIS to figure this out.
