Drawer - Width vs Frame Width

What's the difference between the width of the drawer and the frame width?

For example, some of the rationell drawers at IKEA have a different width than frame width while other drawers they just list a frame width - http://www.ikea.com/us/en/catalog/products/30107066/#/10107067

I've got one of those drawers and it's about 16 inches wide. I don't find a single measurement on the drawer that's 18 inches, so I'm confused where that number comes from.

Correct.

The width of the drawer opening will be larger then the actual drawer itself, to accomade the metal rails and bearings/wheels.

Also, the face of the drawer may not sit flush with the opening, it may extend or overlap the cutout.
 
Drawer boxes are usually 1/2" narrower per side for a side mount slide. add another 1/2 for overlap on a non-flush installation.
