http://www.icinsights.com/news/bulletins/DRAM-On-Track-To-Be-WorstPerforming-Market-In-2016/

The year 2016 is not expected to be a good one for the total memory market and the main culprit is DRAM. Declining shipments of desktop and notebook computers, the biggest users of DRAM, as well as declining tablet PC shipments and slowing growth of smartphone units have created excess inventory and suppliers have been forced to greatly reduce average selling prices in order to move parts. A DRAM ASP decline of 16% coupled with a forecast 3% decline in DRAM unit shipments is expected to result in the DRAM market declining 19% in 2016 (Figure 1), lowest among the 33 IC product categories IC Insights tracks in detail. This steep decline will be a drag on growth for the total memory market (-11%) and for the total IC market (-2%) in 2016.

Looking at Newegg & Amazon for 16GB (2x8) the retail prices are going up, not down. They were around $54, now, I see the same set of RAM going for $68.

Production is drifting to NAND flash for obvious reasons. Declines in PC sales aren't giving much motivation for ramped up DDR4 production. Now is a good time to buy.

This is news? I noticed this last month.

I hesitated to pull the trigger last month on a pair of 32GB DDR4-2400 GSKill kits, now they've gone up $10-20.

Yeah noticed it also DDR4 prices going up. The DDR4 for my parents build went up like 10 euro. Bought 32gb DDR4 2400 Crucial Ballistic for around 109 euro for my own build. Had to RMA it for a bad dimm and din't had a replacement at amazon. That particular crucial model had a lot of RMA's and not being made any more so bad luck there for me :p.

Prices are drifting up, but I hope it doesn't ever get back to where it was ~2 years ago. ($70+ for 2 x 4GB on Newegg)

Paid $319 for this 2133MHz Ripjaws set back in late 2014, price now is around $95. May be going up but it ain't going sky high.
