Dragging & Dropping items to desktop don't show up

So for a while dragging and dropping items onto my desktop has been flaky or just been coming up slow. The OS drive has been a reliable Raptor 150 in the past. The memory is slowly failing (running memtest HCI then Win7 diagnostic to double check)

What could be causing this. Sometimes the items do not show up at all and I have to go through the file directory to get to the desktop folder to see them when they should just appear after dragging and dropping..

I am running Win7 Pro 64

What happens if your right click on the file and select "Send to Desktop" ?

Same thing when it is flaking out.
