What's confusing? I think Qosis means he cares so incredibly little (i.e., not at all) that it's impossible for him to care less. Hence "couldn't care less."

I believe the saying "I could care less" is the one that is wrong. If you could care less, then that means you care at least somewhat because it's possible to care less.
