downloading speed problem

for the past few days ive noticed that my download speeds have been drastically dropping to less than 30kb/s. i have verizon dsl 3.0mbps package and im on a router. my brother gets 270-300kb so i dont see why im not gettin that. i ran spyware programs, updating my network card to the latest drivers, and i tried tweaking, still not luck. theres a built in network card on my mobo but i dont use it cause it doesnt detect my network cable so i use a netgear one instead. if you have any tips please post them. thanks
