Double Standards?

I know this guy is a jerk and all, but why does the person that started the personal insults (and making references to homosexual acts) gets away scot-free while Narmer gets a ban? Shouldn't they both be banned?

Narmer has a history of going way over the line with personal insults. This isn't the first, second or third time he's done it. He was warned at first, given a short time out the second time, a longer timout the third time and another long time out this time. The next time he will be gone. I can assure you if Palehorse had the same history he'd be taking a long vacation too.

I rarely ban people, especially in P&N and for me to do so they had to have really crossed the line like Narmer did.
