DOS NTFS reader

Hey guys

I was just wondering if there exists a DOS based app, much like NTFS reader, that lets you delete files instead of either just copying or unerasing them?

I have a file on my desktop currently (a .exe, used for flashing BIOS's) that I can't get rid of... if I try to delete it, it tells me that it can't be done because it's in use. No, it isn't a virus infected file either. If I have a look at running processes, under the Task Manager, it isn't there so it's definitely not running! Even booting into safe mode doesn't help.

If I could just delete it from a DOS prompt (not the one within Windows), where Windows then doesn't come into the equation, I'm sure I could kill the sucker!
