Its been within 2minutes in 53 when US and Soviet Union were testing thermonuclear devices. The farthest has been 17minutes in 91 when United States and the Soviet Union signed START.
 
Thank you, physicists again for telling us how we ought to live our lives. We're so glad that your knowledge of math and physics allows you to understand the complicated interworkings of political science, economics, etc.

In other news, decreasing the number of nuclear warheads does not create a safer world. If the US had first-strike capability, well, that's not a good thing IMHO. The majority of political scientists are realists, and realist theory states more is better. While I'm not sure this is the case, fewer is hardly better (unless it's so few as to prevent reasonable retaliation, which will never be the case).
