TAs are graduate students. The reason there are so many foreign TAs in departments like computer science is that most Americans go after high paying jobs in industry or the corporate world after receiving a Bachelor's degree instead of going on to graduate school in those departments. I have found that this is the case in every department that I have been apart of. You can only blame the greed of your peers for the current situation.
