I generally prefer to buy whole wheels, as it is incredibly hard to drive a car with only rims, because there would then be no hub or spokes to attach the rims to the car. On older muscle cars a nice set of Magnesium wheels with true Knock-Off Hubs (ie, hubs that are removed by "knocking-off" what amounts to a giant wing nut) can look very good, especially Stingray 'Vettes. Larger wheels only help gas mileage if you put larger diameter tires on those wheels as well, if you move to larger diameter wheels with lower profile tires then there will be no difference. Also, the change in fuel economy is negligible, and what most people notice is more than likely the fuel efficiency increase caused by the new tires that accompany new wheels. I noticed a 3 mpg jump after I restored my tires to reccommended pressure this winter (tires always leak air very slowly, and differences in ambient temperature can alter tire pressure by as much as 5 psi, so they need to be checked every month).
