This is all about positioning Trump as someone who helped defeat Covid in 2024. Trump was always pro vaccine. Trump was always fighting Covid. Democrats have denied effective treatments based on race/where you live (red States). Oceania has always been at war with Eurasia.

Trump has the luxury of having a base that will agree with anything and everything that comes out of that hole in his face. There's no lie too big nor too small that will fit nicely in the ears of his dumbed down followers. He is blessed with having millions of suckers drooling on his every word and spreading them around free of the restraints that morals and ethics would have held them to.

But only if it is a lie... Keep in mind, they have boo'ed him for recommending the vaccine and booster, the one rational thing he has uttered in a long long time.

In 1920, there were over 925,000 Black farmers in the United States, according to the U.S. Department of Agriculture. But by 1997, their numbers had fallen to just under 18,500.

Recent data suggest the USDA continues to disproportionately reject Black farmers for loans. According to a CNN analysis, 42% of Black farmers were rejected for direct USDA loans in 2021, more than any other demographic group.

BTW - as of 1997 there were around 18,500 black farmers. There are 2 million farms in the US. If black farmers made up 25% of this bill it DOES target black farmers. That also means the quote "stop black farmers" is absolutely true.
