This. When a dog does this, it is entirely, 100% the owner's fault. Dogs, especially the larger, strong breeds, can be dangerous when not properly raised. While, I am not entirely against them using an alternative to putting the dog down, why wouldn't they just scoop up some local shelter dogs? They are going to be put down and most aren't even violent, just abandoned.

Owners need to start being responsible for this kind of stuff. Sadly, I don't think that will help because most people aren't smart enough to raise a dog, let alone a child.

I 100% disagree with your statement. A dog is still an animal and can attack despite the owners best intentions. This is why dogs attack, owners believe their dog will not hurt anyone and under the right set of circumstances dogs will attack. Is it common no, but they can attack. Like that pitbull in Texas that mauled a 2 year old until the mom bit off its ear and shoved her arm in the dogs mouth. They think the dog smelled another dog on the 2 year old and that was the trigger.

We'll talking about legal fault and responsibility. I don't care if your dog "under the right circumstances" mauls someone, if he does you should go to jail, no exceptions.

Have dog owners always been this neglectful, or are we just seeing an increase in news coverage of dog attacks?

I approve of this form of treatment for murderers and rapists as well.

Except, well behaved, adjusted, and socialized dogs don't attack. They only do when their owners don't understand how to raise a dog. Sure, any dog has the ability to attack someone, but a well trained one will only in the most extreme of circumstances. They have the mentality of small children. They lack the ability to effectively communicate and don't have the reasoning to understand what is right and wrong. Children often go through a hitting phase, and as a parent, it is your responsibility to correct this. Same goes for dogs, the difference is that dogs never develop past that limited reasoning stage, but develop physically and a large breed can be very dangerous.
